JavaBot for Quake?

I heard of a bot written entirely in Java for Quake. Recently I bought Sun's Java WorkShop/Studio combo to learn some basic internet programming but am by far more interested by making
applications. Also, there is a project underway to create Java .dll's for Quake2 and some of the code for Quake III is to be written in Java, as well.
This means, apparently, you can create .dat files, .dll files and standalone .exe's in the Java programming language. While some may find this appealing for Quake, I think the potential in other
areas is greater. I would like to learn more about creating standalone apps using the language, maybe even a mod when I learn enough. But so far all the tutorials I have seen deal with creating applets
and apps built of .class files.
How can you create a standard Win32 application using Java, and are there any good resources out there dealing specifically with the matter?
